Senior Vice President for Strategic Initiatives
Pine Gate Renewables
Steve Levitas serves as the Senior Vice President for Strategic Initiatives at Pine Gate Renewables, where he leads the company’s engagement in energy market reform and the expansion of offtake opportunities for independently owned solar generation resources.
Prior to joining Pine Gate, Steve served as Senior Vice President of Regulatory Affairs and Strategy for Cypress Creek Renewables, where he led the company’s regulatory and government affairs activities, and as Vice President for Business Affairs and General Counsel for FLS Energy. He spent over twenty years in private law practice, concentrating on renewable energy project development and environmental regulatory matters.
Director of Rate Design
Kevin Lucas is Director of Rate Design for SEIA. In this role, he performs analysis and develops testimony for utility rate cases focused on solar issues such as net metering and export compensation. He also works with other State Affairs team members providing technical support for policy and regulatory issues across the country. Prior to joining SEIA, Kevin worked at the Alliance to Save Energy, a non-profit focused on implementing technology-neutral energy efficiency policies and programs. Before that, Kevin was Director of Policy for the Maryland Energy Administration, focused on efforts including renewable energy, energy efficiency, and greenhouse gas reduction.
John D. Wilson consults on electricity planning, regulatory and policy issues as the research director for Resource Insight, Inc. His research interests focus on resource valuation, planning and procurement, and related prudency determination matters, as well as services in rate cases. Clients include consumer, small business, and clean energy advocates, representing interests in the southeast US, PJM, California, and Canada. He previously worked for the Southern Alliance for Clean Energy, the Florida Legislature, and other nonprofit and consulting firms. He holds a B.A. in physics and history from Rice University and an M.P.P. from the Harvard Kennedy School of Government.
Synapse Energy Economics
Rachel Wilson is a Principal Associate at Synapse Energy Economics. She often performs analyses of electric power systems using industry standard optimization and dispatch models in support of testimony and other publications related to Integrated Resource Planning. She is the author of the widely-cited report “Best Practices in Integrated Resource Planning” on behalf of the Regulatory Assistance Project. Her work at Synapse currently focuses on power plant economics and compliance with RPS and emission reduction targets in the context of utility resource planning.
